Members Procurement Advisory Board

The inaugural MPAB was on 22nd June 2015. The rationale behind its inception was to provide the incoming Administration with increased transparency and scrutiny in relation to Procurement and Contract Management throughout the Authority.

MPAB has proved invaluable in four main categories

Ø  Providing a steer in a complex supply environment

Ø  Providing a steer regarding council priorities, allowing us to embed in our policies and procedures

Ø  Helping improve the quality of reports for relevant committees

Ø  Helping improve compliance levels of Procurement and Contract Management throughout the services

 

The success of MPAB is in the main due to Members enthusiasm and the willingness to adapt to Members requests for change. Following the June 2019 board meeting, a number of requests were made and will be adopted in time for the next meeting.  The changes proposed are as follows;-

Ø  Provide Options Appraisal for In-house / Procurement consideration

Ø  Create new report section to include Sustainability considerations

Ø  Create new report section to include Social Value considerations

Ø  Create new report section to include Cost / Quality weighting proposals

Ø  Create new report section to include MPAB comments and steer (this will be completed subsequent to MPAB but prior to the report being submitted to the relevant committee)

Ø  Redesign the Forward Plan to improve monitoring and decision making

 

Provide Options Appraisal for In-house / Procurement consideration

Procurement will assist Commissioners in developing an outline of the feasibility to in-source relevant contracts. It is probable that full Financial and Legal implications may not be finalised for these reports, but will give an indication for further research

Create new report section to include Sustainability considerations

Sustainability has always been a priority for Procurement and features in all relevant tenders. The current Sustainable Procurement Policy and Sustainable Timber Policy are due to be reviewed at MPAB in July 2019. This new section in reports will ensure full consideration is given by both the Service area, Procurement and Members of MPAB.

Create new report section to include Social Value considerations
All relevant tenders have included consideration for Social Value, this new section will ensure that Commissioners give full consideration to each process and will allow Members to provide a critique and steer for any further inclusion

Create new report section to include Cost / Quality weighting proposals

At the June 2019 MPAB Members requested to have indicative information on expected Cost / Quality ratios for each tender. This will allow a greater emphasis to be placed on Social Value, Sustainability and local sourcing considerations

Create new report section to include MPAB comments and steer

This section will consist of MPAB’s full considerations, steer and comments to help inform the relevant Committee decision making process.  This section can only be completed subsequent to MPAB but information included in this section will be forwarded to members for clarity and accuracy
